After previously unveiling plans for a multi-hundred-billion-baht investment in a fully integrated entertainment complex—complete with a designated site to be finalized by mid-2024—the project has remained largely silent until now.
On June 8, Col. Panthach Saengchot, Executive Director and Honorary Secretary of the Royal Bangkok Sports Club (Nang Loeng Racecourse), revealed that the organization plans to invest in a sports and entertainment complex—including a legal casino—in two locations to stimulate investment and tourism in Thailand.
Bangkok: One location is in the Khlong Toei port area, pending clearance from the Ministry of Transport, and the other in Nong Chok, covering over 3,000 rai on Suwinthawong 101 Road near a golf course. Land acquisition has already begun. The expected investment is THB 120 billion. The project will include a horse racing track, hotel, convention center, sports stadium, yacht club, and more.

Phuket: The second location is in Thalang District, covering more than 1,200 rai across two plots—a 275-rai private island near Ao Por and a 927-rai mainland plot opposite it. The investment is estimated at THB 140 billion. The project will be developed in partnership with a group from Monaco involved in real estate and casino businesses. It will feature luxury resorts, pool villas, 5- to 7-star hotels, a marina, horse racing track, sports stadium, convention and concert halls, and a Formula 1 racetrack. The casino will be located on the private island, which will also include supporting infrastructure such as hotels and resorts.

Col. Panthach added:
“We are currently arranging project financing through financial institutions associated with Hong Kong-based capital groups. Development will begin in Phuket as the pilot location, with work expected to commence in Q1 2026 and the first phase to open by 2029. Even if the government’s entertainment complex legislation is not passed, we will still proceed, as this is part of our pre-planned business strategy. However, should the government later issue clear regulations and TORs, we are ready to participate in official bidding.”
